PHPBB Forum integration

We have successfully linked the phpbb forum with coppermine album, all of our users can sign into the album using there same login details as the forum, although, only admins and moderators (set in the forum) can upload as registered users in the album, all other registerd users can not upload unless, we set the permssions too guests so everyone even registered users can upload, and we only want it the other way round, can someone please help
