What are the known issues with this combination and having register_long_arrays off?  From my understanding that a legacy option that re-enables certain variables that were pre-4.1.0 but since this script requres that version or higher then why does it need that option turned on?

no known issues. Cpg1.3.x needed register_long_arrays with PHP5, but cpg1.4.x should work with PHP5 out-of-the-box.
