I've got upload broblems after admin turn on SAFE MODE.

My Admin ask me to find settings from phpinfo() from server where CPG143 is working to configure our server and php settings.
Please send me it text to info@royal-models.com . dont foreget to remove all security info.

What kind of webhosting contract do you have? Your webhost doesn't seem to understand what he's doing, I suggest finding another webhost asap.
