permissions not working?

Hi my cpg 1.4.3 is bridge with SMF 1.1RC2 there seems to be a problem in that only admins can post to public albums

i have enable all the permissions i can see so far but i'm confused.. maybe there is an area where you can set permissions whcih i havent discovered yet?

bascially no matter wat i do regular users cannot upload to public albums.. where do i go to change these settings ?

Enable uploads on the groups page and in album properties.
