Error on Upload

All,

I'm receiving this error after a while of uploading images

Fatal error: Allowed memory size of 16777216 bytes exhausted (tried to allocate 8192 bytes) in /hsphere/local/home/crdmadmi/crdm.ie/cpg144/include/picmgmt.inc.php on line 259

I have set max allowed upload per image to 4000k, phot is question is only 835kb

Any Ideas?
