How does the hit counter work?

I'm just curious what the "Hit counter" tracks so that the counter doesn't increase every time the same individual looks at a picture.  User, IP, a mix....  I have my coppermine intergrated with SMF and was just noticing that the counter doesn't increase every time I look at a picture, but even when I logout of SMF and then go look at a picture the counter didn't increase?  However,  logging in under another use, same computer, the counter did go up one.

Well, that explains alot!!!  So what about none registered viewers.  I allow folks that are not registered on the forum to view pictures, are the counted as hits?  Thanks

They are only counted if the user hasn't viewed that pic recently and are accepting cookies. This information is stored in a cookie.

Well, but how can I make the Counter work like 1.3.x again? I'm usign 1.4.x

- Visitors without cookies are counted
- Same IP is counted multiple times if the user clicks more than one time on the image
