Expand instructions text on upload screen

Hello,

My target audience is not very computer savy.  I'm trying to locate the instructions that exist on the upload screen to tell a user the parameters of uploading a picture.  I would like to add more detailed instructions.  Can you please tell me where I can modify this code?  Thanks so much.

Any text you see on the gallery pages is in the language file eg. lang/english.php
