Show view permissions box when no private albums allowed

At the moment, if the 'Users can have private albums' is set to NO, the view permissions box in the album edit page is not shown, so it is not possible for admin to restrict viewing to set groups.

Please make this feature available whatever the user album permissions are, as many people want to restrict viewing AND not allow user albums.
