Turkish char problem

When I open mainpage there is no problem but sub categories Turkish characters are not seen. They are broken down.
(turkish characters are ş ı ö ü ç).
also when I create new category turkish chars are broken.
How can I fiz the problem

try to switch between iso and utf-8 and see if that helps.
config -> Language & Charset settings -> Character encoding

you changed to'Turkish (iso-8859-9)'??
If that doesn't help then the only solution (I know of) is converting your mysql db from iso (I guess it is iso) to utf-8
