No upload approval button

Edit: I changed all permissions of all groups to approval and it now works. I discovered something else though, Delete all button does not work in approval window when it is checked and apply modifications is pressed

I have SMF bridge with post based groups and the following rights for registered users. However, when a registered user uploads a picture it is published immediately - no way to approve it. Also, no notice about approval is displayed to the user (I use classic theme). How does approval work normally?
