still having Unable to write config file 'include/config.inc.php problem

i contacted my web host and they told me that i have to unable my frontpage extension for me to be able to do the permission through the site...so i did that and i set the permissions on the site...but when i try to install it after the Unable to write config file 'include/config.inc.php thing still comes up...so i really dont know what to do now...and my host operator is windows as well...so the ftp way wouldnt work...is there a way for me to do it thought front page or any other way?

ok im trying what it is saying but when i try and right click the folder the security tab isnt there

i found something on my windows that says for me to be able to access the security tab i will have to disable simple file sharing...but than it says that if u have windows xp home edition you cant disable...so does that mean theres no way for me to set the permissions?

Your webhost is using Win xp home edition on a server?!

no it just says windows so im not sure, im having so much trouble with this nothings working, ive tried it through my web host and it still wont work and front page is giving me trouble as well...i just dont know what to do
