need customization

I'm looking to hire someone to do a customization to the approval process in coppermine.
I would like to be able to approve or reject submissions by users, and have them notified either way.
I also need a way for the mods to be able to give a simple reason why it was rejected. Either by a 
radio button form that mods can select a generic reason from that can be sent in someway to the user,
or a place to type in a short explanation. I hope this makes since.
It doesn't have to be fancy. If anyone has a better idea or suggestion I'd be glad to hear it.

I can pay $50-75.00 USD for the work.
