Themes not working after upgrading from 1.3.3 to 1.4.8

Yes i have read all the docs beofre you ask!
i have spent now 4 hours reading the forums and still have not seen this problem

I can login to admin and go to the themes settings, yes I replaced all my old 1.3.3 themes
with new themes download from coppermines site.

In the themes list they are all listed but once I change the themes then apply changes
only thing that changes is the position of the menu goes from horizontal to a vertical menu

the only one that seems to be working is color_style but it is the basic colors only

any help would be greatly appreciated

yes I did not upgrade any themes I just downloaded new ones to be sure
