Can i give all users rights to post in any catagory ?

 Hi i have a website www.warrnambools.com.au and i have just done the SMF - Coppermine bridge.. everything is working great

although i have 1 little problem which i have searched the forums and user manual for the answer with no luck ( probably just missing it )

ok heres the prob: 

i have created a few diffrent catagorys for the gallary but users can only upload images to there " personal gallerys " is there a way to
enable all users to be able to upload things to all my catagorys ? have a look and let me know

dose everyone get what i'm saying or do you need more info ?
