My "Album can be viewed by" dropdown menu is gone

I have CPG 1.2 running with PHPBB and that great seamless login script.

I have not had much luck securing albums so that only registered users or only admin level users can view them.  I was getting albums that I as admin couldn't edit so I turned on the "Show private album Icon to unclogged user " as noted in several of the posts.  That let me back in to edit albums but now a previously restricted album is back in the open and my, "Album can be viewed by" dropdown in the album properties box is gone.   It doesn't come back even if I create a new album so I now have no way to set restrictions to an album.  

Any thoughts on what I might need to change?

in coppermine config, set "users can have private albums" to "yes"...
