If your question was "can coppermine be set up to dynamically reduce resolution or increase compression from pic to pic", then the answer is "no" imo.

my concern is, can CPG automatically reduce the file size of file that are uploaded by users and delete the original file with big file size? this is to let newbie users with no photo editting software background (to reduce and scale their pictures) to be able to upload and not consume their upload space right away.

Coppermine creates the intermediates when adding pics to the gallery, so you could get rid of the full-sized pics using the "resize pictures" function from the admin menu ("Delete original size photos").

It will probably be possible to change include/picmgmt.inc.php to remove the original image, if an intermediate has been created.

This however, is beyond me, so perhaps a coder can help you with this one.
It has been a long time now since I did my little bit here, and have done no coding or any other such stuff since. I'm back to being a noob here

when i used the "Delete original size photos" utility, i noticed some 'normal size' picture didn't show up when i clicked the thumbnail, do we need to do something first before we delete the original size photos?
