remove use of E_STRICT (PHP 8.4 deprecated)
update README to reflect new website

hello..

my host upgrade their server from php4.4.4 to php5.1.6, after that I got some problems in my cpg

problems are: Buttons & link disappeared, loggen disappeared, Visitors conters disappeared

The login link is still there. Which links are missing? Could you upload the english file for us english speakers?
