Is there a file that has all the mods/hacks install, for you to just download and install?

No, obviously not, as such a file would have to be really huge and really useless without instructions. Coming up with instructions for all possible mods/hacks definitely would be beyond the scope of what devs could do. There's an unsupported plugin package available though. Not a valid feature request, that's why your thread got moved.
