How to change user's account limit?

By default there's 10 MB, Where I could change it? For example up to 20 MB for each registered user.

Groups quota is being defined on the groups control panel. By default, it's set to 1024 kb, which equals 1 MB. Change it as you see fit, but make sure to set it to a value that makes sense.

Can these limited be changed, or even the user's group be changed by something like a rating system?

Let's say the user gets 100 positive ratings on his photos, could he automatically be "upgraded" to a group with say 20MB space?
