Hello
Will you help me to find how i can fix this problem. No one can log in except those are in admin group. After i log-in then go to "users" i only see list of ppl in "admin group" but none in "user group". When i go to database i see all in there. Wonder why ???

Just found out one more thing. I manually tryed to add a new user exactly information of "old" one. the program "see" i doublycated the same user name.

No one asked for the admin password. Supporters prefer people not send PMs as it does not scale.

Actually, the test account is "hostmonster" (not "hostmonter" as you wrote). Be more carefull when posting - after all, it is you who is asking for free support. Don't make supporters spend their time doing your homework.
I was able to log in fine using this test user account. However, it's a mystery for me why you had to ask your webhost do set up a test user account. You (as admin) should be able to do so just as well.
Quite frankly, in my opinion this is a PEBKAC issue.

No need to create another test user account. The one you have posted works fine, so the problem exists on your end. Make sure that you don't have software on your client that inteferes (like the notorious pseudo-security app "Norton Internet Security" that is infamous for doing stuff that it isn't suppossed to do).
