keyword selector

Hello all,
I have many public albums as part of my gallery. Each album has a keyword phrase so that artists and photographers can link the images in their personal gallery album to one of the public albums. I would like users to be able to select the keyword phrases from a list as opposed to having to look them up or ask me. Currently users can select keywords from the list by using the "insert from list" feature. But that includes all of the keywords that everyone has used. There are hundreds. I would love it if there was a way to allow users to add keywords of there own, but keep the "insert from list" keywords limited to keywords that I provide.
