I know there's not much known about bridging with vbulletin, but I was wondering if there's a way to allow my moderators (a vbulletin based user group) the ability to delete pictures/comments/albums?

Coppermine doesn't have moderator capabilities. Therefor, the bridging app's "moderator" group has no special privileges in coppermine - it's just another group. However, there are moderator hacks available on the mods board that you could try.
Has been asked very often, searching for "moderator" would have led you to the relevant threads. Wether you're bridged or not (and what app you bridged with) is totally irrelevant in this aspect.

I actually did apply the mod initially, but not only did it not work, but it downgraded my Coppermine version.

Which one are you talking about? There are several ones, so you better post a link to the thread that announces it.
