The title says it all really. Would it be too hard to have a user selectable number of thumbs to display per page when viewing an album and for that preference to be stored in the cookie or in the users db table.

We all have different screen resolutions and while 12 thumbs might fill a 1024 res screen the page looks very empty on my 1600 wide screen.
It is a mistake to think you can solve any major problems just with potatoes.
