hi. i was trying to delete a file when i got this error: can you help please.

reupload a fresh functions.inc.php see if that works..

Do you have any plugin/mod installed?
If you were deleting from displayimage.php then re-upload delete.php

I have the WhoIsOnline Mod installed, and I may have Stramn's modpack also, but I'm not sure.
