Public View with Private Upload?

I am not sure if I am in the right place.

I'll preface this question by stating that I have read through the forums, the docs and I either am not seeing the answer, or it isn't there... but, I have done my homework before posting....

I would like certain albums to be VISIBLE to anyone... and I would like anyone to be able to comment, etc.  I would like it if in those same albums only members of a specific group can upload. 

Am I missing something in the album and group permissions?

I hope my question makes sense....

Album A:
Guests, Group C, and Group D can view and comment
however, only members in Group B can upload images to that Album
