No Albums showing on the Album permissions by group

Hi,

I have scoured the support forum and cannot find the answer as to why I cannot see any albums on the Albums by permission 

I have included a screen shot so you can see what happens.

What I want to do is give access to certain albums / catergories so users can upload to them.

That screen is not meant to assign permissions, but only to view them. Assign permissions on the album properties screen.
