Comments and Descriptions to Video

i've already searched extensively for this, nothing exists, and i dont know why.

is there an option i have to enable to post comments to video, or names

Videos are treated the same way pics are: you can post comments, you can edit title and description - please be more specific where your problem is. A link might help as well...
