As admin, I set up parent directories based on locations like this:
     Los Angeles
     Orange County
     San Diego


Then, I added an album to one like this:
     Los Angeles
     Orange County

          Jim Benson
     San Diego

Then, I logged in as a registered user and tried to add another album like this:
     Los Angeles
     Orange County

          Jim Benson
          Test User
     San Diego

There didn't seem to be an option for it and instead it put the album in a User's gallery like this:
     Los Angeles
     Orange County

          Jim Benson
     San Diego
     Users Gallery


So, basically what I'm looking for is a way to allow registered users to add albums with their own names under any parent topic.  So it would be like this:

     Los Angeles
          Jim Benson
          Willey Daniels
     Orange County
          Jim Benson
          Willey Daniels
          Cari Blotham
     San Diego
          Jim Benson
          Willey Daniels

Also as a side question, how can I change the 10 upload limit or do a separate upload all contents of a folder?

Regular users can't create albums within public categories. They can only create albums within their personal galleries. Call this a missing feature if you want. Has been asked and answered very often already and is being explained in the docs.

hmmm.  I couldn't find anything about it.  So it's just not possible?  Do you know of a plugin or other software that does allow this type of thing.  It seems like it should be easy to add.  If I can add sub categories, why can't they have permission to add sub categories?  I just don't want them changing the parent categories is all.

Plug-ins?  Easy hacks?

No plugin, no hack, no magic available. Simply currently not possible. Answer remains the same throughout all the hundreds of requests similar to yours.
