Hi
I'm not quite sure how to put this..

For example:
http://stacyk.org/images/displayimage.php?album=461&pos=1

The image displayed is too high of quality for my gallery.. and I wanted it to be clickable so the person could see the larger image when they click on the smaller version, such as in this gallery:
http://annehathawayweb.com/photos/displayimage.php?album=178&pos=1

Thanks!

Then enable the creation of intermediate images in coppermine's config and set the size of intermediate images to something that makes sense (e.g. 400 pixels). That's the default when you install coppermine - you shouldn't have changed those settings in the first place if you have no idea what the options mean.
After you did as I suggested above, the settings will not automatically be applied to all images that already exist in your gallery, but only to the ones you add from there. To apply the settings to your existing images, go to admin tools and re-create the intermediate images.

This is being covered in the docs - maybe you should start reading them, as there is a reason why we write documentation.

I have recently come up with advanced explanations for the preliminary documentation for cpg1.5.x - read http://documentation.coppermine-gallery.net/en/start.htm#getting_resizing - this should explain in more detail what you need to know. That section of the cpg1.5.x docs applies to cpg1.4.x just as well.
