I want to change design of upload.php page, but in sample I found no data about that?
So, how do I mod that part?

It's not themeable; you'll need to modify the code directly.

I wonder if it is planned in future releases to make it moddable or something?

There are plans to modify the uploader, but there are currently no plans to make it themeable.
