Is there a way to have 4 of the latest uploaded thumbs to a users private album displayed in thier phpBB profile?

if you modify the phpBB code, then yes. If you can't code: no!

I suggest you try the phpbb support board.  Someone is likely to have done this already there.
It has been a long time now since I did my little bit here, and have done no coding or any other such stuff since. I'm back to being a noob here
