Can users edit their own pictures?

Hello!
I think this is a missing feature. It would be nice if each registered user could edit his images once uploaded, such as modify title, description, be able to move the picture to other albums he's allowed to upload to, and of course delete his own pictures.
Is there perhaps a mod for this? I would be very pleased, I couldn't find anything useful until now...
