I can only get to pages 12 & 13 by first opening 11. See attached.

This is normal.  Actually you will see the page 12 & 13 tabs when you are in one of the middle pages onwards.

You can change this in config.  Find the 'Maximum number of tabs to display', and change it to a higher number if you want.
