yes, if configured correctly, and with php, mysql and either IM or GD.

I have IIS, not Apache.

PHP 4 is installed.

Where can I download MySQL from?

I already have IM installed. Although I'm not sure if Windows detects it. I heard making IM work on Windows is difficult.

Use the GD that comes bundled with the PHP binary. MySQL is available on www.mysql.com.
