how i can limit users to create only one album ... ?!  ;)

You can't, but you can limit how much space they have.  And you can set the rules, and delete any that create extra albums.
It has been a long time now since I did my little bit here, and have done no coding or any other such stuff since. I'm back to being a noob here

it gives no hack to limit users albums ?!  :(

yes i can delete any xtra albums from users .. but it takes much time to do this every day
