Registered and anonimous can not upload files

In the groups configuration the registered members and the anonimous are allowed to upload files in the public albums. But it doesn't work in my gallery, for some reason that I don't understand. Even I as admin when the admin controls are hiden, can't upload.
The upload form is there, but the "browse" button is missing. You can try it here http://www.galsh.com/upload.php
What I'm doing wrong?

You have to choose an album first.

I was going to post the same reply last night as you just did.  But when I checked my gallery to confirm my thoughts, I noticed the browse button is visible before selecting a album.  In my case the browse button is just dead until I choose a album, which I thought was normal behaviour.

Seems that JavaScript doesn't work on your gallery. Try if it work when you disable the JSMin plugin.
