Blocking user uploads

Is there a way to allow registered users to view all available albums and pictures only and not be able to upload/create albums etc?

Sure. You can set the permissions in the group manager.

I have a serious amount of egg on my face right now.  I had been clicking on "Users" and hadn't even noticed it was a drop down with the groups settings.  Thanks very much.
