Why can't user post description to his uploaded photo

I have created a whole new category for a special group and have given two people privileges to that category. However, when the user uploads a picture, none of his descriptions, titles or keywords upload. Any suggestions as to what is happening here? If I upload to other categories as myself, not the administrator, I have no problem. I'm confused.

Please post a link to your gallery and a test user account which resides in that special group, so we can test and see what happens ourselves.
