Custom Image fields visible to users?

Is there a way to make custom image fields available for users to edit?

I added two fields [Taken by] and [Submitted by] but only admin can see them when "Edit File Information" is clicked.

The same answer applies that I already told you for keywords: each user can only edit their own picture's meta data. This applies to all fields (title, description, etc.).
