Size of intermediate photo

I set the Max width or height of an intermediate picture/video to 640.

I uploaded few photos with a dimension of 800x600 and the intermediate photos show the same size of 800x600 and of course there are no big photos.

If the Max width or height of an intermediate picture/video is 640 and the condition of max width OR height means either one is restricted to 640, then my width of 800 exceeded that already. shouldn't the intermediate photos be smaller than 800x600?

Any advise is very much appreciated.
