Comment and category question

How do you create a category, I see where create albums and the drop down for the category but no place to make them?


I have the comment system enable, (at least I think I have  it fully enable),But when I go to click on a test user account as a admin I click on the thumbnail, and the full size picture appears, but there is no place to make comments  or rate anything?

Ok scratch off  category, I figure out how to do that, sorry for the extra post but did not see no edit feature...
