Is there anyway I could pay for Coppermine to install their photo galleries on my server?

post how much you're ready to spend, maybe there will be takers (no, I'm not - it's just an advice). I suggest you take a look into the documentation first and try to install it yourself, it's not that complicated.

I agree this would be a good idea. Where should it be nested and how should it be called?

I am not sure about where to nest it but a heading of "Looking for Freelancers / Paid help"  with a short description would be adequate. Of Course it will need a sticky explaining what should be posted in the request if we are to avoid things like "contact me", "Help, willing to pay" and blah
