Error on uploading images in a gallery

I've just installed the 1.3.1 version on my system,
i've created categories,albums in categories.. ..
i go to one album and choose "Upload Images" ..and get this error msgs:
   
   "Sorry there is no album where you are allowed to upload files"

(both in admin or user mode)

the upload works properly only on the private user galleries.. :|

i want to give the chance to upload img on the gallery that i've created.

let me know how i can do.
