Category Questions

This might be re-hashing a previous topic, but I would like to ask this with in reference to 1.3

Is it possible to set up another category that is completely public just like the main user category, where my users add albums to these seperate categories?

So in essence setting up 4 or 5 user categories.  Say a Dog category and a separate Cat category with exactly the same permissions and functions as the main user category.

Currently when I create new categories, only the admin can put albums there.
