I buy on Globat an host package, but it set php upload time limit to 60 Sec. How can increment this value? or How can i upload image for more than 60 sec? Or How the users can upload very large files (2 Mb or more)?

If you're webhosted, you can not overcome this limit, and it doesn't make sense to try to mess with it - 60 seconds is a reasonable setting for the time out. If you feel adventurous, you could try contacting your webhost to change this for you, but I doubt they will, because (as I said before) it makes sense to have this limit.
You (as coppermine admin) can always use ftp to upload large videos and then use batch-add to put them into the coppermine database, but your users can't.
