So if I don't have CGI, I cannot use E-card Function!?

Is your server running IIS by chance?  Sounds like php is running as a CGI module instead of an ISAPI module.

this is not related to coppermine at all imo - you have to make sure your server is configured to send emails. For details, see http://coppermine.sourceforge.net/manual.php#smtp
