Users cannot change language (similar as cant change themes)

Okay, there may be a few of these. It is very much as the error I was receiving trying to change themes (resolved).
Here is the exact error now:

"Warning: Unexpected character in input: '' (ASCII=15) state=1 in /usr/local/dh/cgi-system/php.cgi on line 4118

Parse error: parse error, unexpected '*' in /usr/local/dh/cgi-system/php.cgi on line 4118"

I tried a few languages just to be sure. Another sample of magic code to share for this?
