"Turning Off" Comments

In previous releases of CPG, there was an option under the Config panel to "turn off" (disable viewing of) comments for the entire gallery.  I have not been able to find this option in version 1.4.  Is this option still available, or has it been moved?  If the option is no longer available, is there an easy way to accomplish turning off all comments by manipulating the code?

There was no such option. If you want to disable commenting globally then disallow commenting to all groups using the groups page.
