No admin controls

I just installed a fresh version of 1.4.4, it installed fine or so I thought, I get the login screen and can login but there is no admin button nor does it recoginze me as admin. There is no conifg button anywhere to be found. I f I try to get to the admin screen from the admin.php file I get,

ERROR:you do not have permission to access....

no that you metion it, it appears that I am not being logged in at all, I get the welcome jason screen after typing in usr, and pass but then go back to  the main screen that has the login button
