Lock Categories from uploads

I would like a way to lock specific categories or even albums from public upload.  I want users to freely upload pictures to their own folder, and other private categories.. but not to specific ones (and not viewable in list of uploadable areas).

edit the properties of an album and set "allow upload" to "no" (back to default setting).
